Moroccan Strategic ICT Plan 2009-2013
During the last years, Information and Communication Technologies (ICT) in Morocco has continued to spread, especially the mobile telephony which has revolutionized the telecommunication sector and has reached an estimated average 74% penetration rate at the end of 2008.
In light of such development, Morocco has set up a certain number of ICT ambitions to achieve by 2013: Making ICT sector one of the economy pillars.
Positioning Morocco as a regional technological hub.
Making ICT as an engine of productivity and added value for the other
economic sectors and public administration.
Making ICT as a vector of human resource development.
In order to achieve these objectives, the Ministry of Industry, Trade and New Technologies has recently carried out a study to identify the guidelines of Morocco ICT strategy for the 2009-2013 period. This study recommends the priorities and supporting measures.
Biographical Sketch

Taïeb Debbagh is the Secretary General of the Ministry of Industry, Trade and New Technologies, Morocco. He also leads the High Level Experts Group (Work Area 3) of the ITU Cyber-Security Agenda. He has a long and distinguished career in information technology and telecommunications, spanning consulting, educational activities, project management and various leadership positions. He holds a DUES in Mathematics and Physics from the University of Paris-Jussieu, a Masters (MIAGE) and MA (DEA) both in ICT from the University of Paris-Dauphine, and a PhD in ICT from the University of Paris-Dauphine. His academic positions include, among others, Associate Professorships at Chicoutimi University and Sherbrooke University, both in Canada, from 2001-2004, and a Professorship at the Institut Supérieur de Commerce et d'Administration des Entreprises, Casablanca, Morocco, from 1983-1996. Some of his various other activities include being a Founder Member of the APEBI (Morocco’s ICT Association: www.apebi.org.ma) in 1989, the Vice-President of Le Maroc Compétitif Association (LMCA) in 1998, and Founder and President of the Moroccan Project Management Association in 2004.

Building the Mobile Web

The author will describe the emergence of wireless broadband technology with emphasis on the potential ubiquity of the 3GPP defined Long Term Evolution (LTE) technology. The author will present recent results of the performance of the technology from a user perspective as measured in pre-commercial field trials. He will discuss the potential for LTE to be the first global wireless technology without a competitor and look at likely geographical and radio frequency deployment scenarios. The author will consider parallel developments in web run-time technology and standards for the mobile Internet. He will consider potential obstacles to uptake of these standards – from technological, commercial and regulatory perspectives – and he will also contemplate how wireless broadband access to the web may ultimately become dominant over fixed.
Biographical Sketch

Michael Walker is the Group Research and Development Director for the Vodafone Group of companies, with the responsibility for the Group’s research activities, intellectual property and technology standards worldwide. He also leads technology innovation and manages engagement with start-up companies. He is a member of the board of Vodafone Ventures, the venture capital arm of the company. Michael holds the Vodafone Chair in Telecommunications at Royal Holloway, University of London, as a part-time professor, is a visiting professor at the University of Surrey, and is Vice Chairman of the mobile VCE – a group of universities and industries researching mobile communications. He sits on scientific advisory boards for the Universities of Warwick and Surrey, and some start-up companies, and was a member of the UK Technology Strategy Board. Michael is Chairman of the Board of the European Standards Institute. Before joining Vodafone, Michael was Head of Mathematics at Racal Research, and prior to that an academic at the University of Tuebingen in Germany. Michael is a Fellow of the Royal Academy of Engineering and a member of Council of the Academy.
